Yes - it is possible in SysAid where you can setup group of administrators each to handle their tasks as well as use different email addresses to route specific requests to the matching department.
I'd like to point you to an interesting Case Study we just shared recently which is related to this exact need.
Marvell uses SysAid to for almost all their department:
