All my users have names in Cyrillic.

Werty, you are right. It is impossible to delete administrator with Russian username. Delete him from database. Do you know, how to do it?
1. Stop service Sysaid Server
2. Connect to derby database from "cmd", using tools "ij"
3. delete from sysdba.sysaid_user where password='........';
password - string, which you can get if executy query: select * from sysdba.sysaid_user where administrator='Y';
