Maybe use an if statement for each dept? It is a bit long winded but maybe the only way.
For example:

If you go to the Customize -> Translate page you can upload it there. This will then store it in the correct place.

If you go to customise -> translate you can download the translated file. Make sure that the sr.notif.action.new has the correct text you wish to display. try uploading it again and maybe restarting the sysaid server. if this does not work i would suggest creating a service request with the sysaid support team.

Have you checked the customized notifications page?
Select the 'Email body to administrator regarding a Service Request' from the drop down menu and check that all the text in here is portuguese.

Here is how we have set up our filter for statuses:
If you go to the Customize page and then select status in the drop down menu, note what the keys are for your statuses 'pending' and 'postponed' (we will say for this example that the keys are 3 & 4)
You then need to edit your active filter (let me know if you dont have an active filter already setup).
Change the filter expression from 'status in (OPEN_CLASSES)' to 'status in (OPEN_CLASSES) AND status != 3 AND status != 4'
(where 3 and 4 are the key numbers for your pending and postponed status)
Then click replace and save and should be done.
Alternatively on the Customize page you can change the class of the pending and postponed status so that they are not active.

I think the actions are new, modify, closed, closedStatus (not certain on this but have taken it from the translation file)

Unfortunately it is no longer a technical support role so there may not be a need for helpdesk software but if there ever is a requirement i will definitely suggest Sysaid!

I am sorry to say that I will shortly be leaving the Sysaid community as I am changing job.

Can you not just add a hyperlink under the 'back to main page' link? So you would then have:
The ID of your service request is 20
Back to main page
Go to custom page
