The Company list is only available in Enterprise Edition of SysAid. The Assigned To list shows you administrators. In version 8.1, you can add administrators from Preferences --> User Management --> Admin Manager (tab).

If you are using 8.1, I would recommend upgrading to version 8.5, which offers you a number of enhancements that you can read about here.
