Hide or Remove OK and Apply Buttons on Workflow Actions

During the approval process in a workflow action item, a customer will change the approved field we defined to approved or denied and instead of clicking the Complete button on the action item as directed in the instructions provided, they will click OK or Apply. Is there a way to hide or disable the OK and Apply buttons so they can only click Complete; or, allow the OK or Apply button to complete the Action Item if the required approval field has been selected?
